Gwangju City to Newly Implement Agricultural and Rural Public Interest Promotion Direct Payment System Starting This Year
Change Registration for Agricultural Management Entities Until the 17th... Applications Accepted from May 1st
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 13th that it will newly implement the Agricultural and Rural Public Interest Promotion Direct Payment System (Public Interest Direct Payment System), which provides subsidies to farmers, starting this year.
The newly implemented Agricultural and Rural Public Interest Promotion Direct Payment System focuses on expanding public interest benefits such as environmental and ecological protection and restoration of rural communities that everyone can enjoy through agricultural activities.
In particular, the existing Rice Income Compensation Direct Payment System and Field Crop Direct Payment System will be newly started as the Basic Public Interest Direct Payment System (Small-scale Farmer Direct Payment, Area Direct Payment), while the Landscape Conservation Direct Payment System, Eco-friendly Agriculture Direct Payment System (Agriculture, Livestock), and Paddy Field Utilization Direct Payment System (Double Cropping) will be maintained as Selective Public Interest Direct Payment Systems.
Accordingly, small-scale farms that meet certain requirements such as farming period, rural residence period, non-agricultural income, and farmland area of 0.5 hectares or less will receive an annual Small-scale Farmer Direct Payment of 1.2 million KRW regardless of area.
In addition, other farmers will receive area-based direct payments with differentiated unit prices according to area segments.
Eligible recipients are farmers who have registered agricultural management information according to the Act on the Promotion and Support of Agricultural and Fishery Management Entities, those who have legitimately received direct payments at least once from 2016 to last year, full-time farmers or successor agricultural managers, farmers selected as full-time agricultural promotion targets, and those who have cultivated or harvested agricultural products on at least 0.1 hectares for one year or more in the past three years before applying for direct payments, with an annual sales amount of 1.2 million KRW or more.
Eligible farmland includes farmland used for paddy rice farming from 1998 to 2000, farmland used for field crop farming from 2012 to 2014, and farmland that has legitimately received direct payments at least once between 2017 and 2019.
Farmers (agricultural corporations) who wish to receive public interest direct payments must change their agricultural management entity registration information at the National Agricultural Products Quality Management Service office with jurisdiction over their address by the 17th.
If administrative procedures such as laws and notifications for the implementation of the Public Interest Direct Payment System are completed by the end of this month, direct payment applications can be submitted to the township, town, or neighborhood office where the farmland is located starting from the 1st of next month, and direct payments will be made from November to December through compliance inspections.

Kim Hyun-jung, head of the Life Agriculture Division of the city, said, “We ask that you update your agricultural management entity registration information in advance to ensure the smooth implementation of the Public Interest Direct Payment System starting this year,” and added, “Since the direct payment budget has increased significantly, we will do our best to ensure that the application and implementation of public interest direct payments proceed without any issues to benefit actual farmers.”
