Gangseo-gu, 2021 Resident Participation Budget Project Contest
Anyone in the community can apply until the end of May
[Asia Economy Reporter Jongil Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) is intensively soliciting resident participation budget projects to reflect residents' creative ideas in policies.
The resident participation budget system is a system designed to enhance the transparency and fairness of district financial management by allowing residents, the owners of the budget, to directly participate in the entire budget formulation process.
This solicitation covers a total scale of 2 billion KRW and collects a wide range of opinions from residents, including new facility investment projects, local issue projects, and resident proposal projects.
In particular, small-scale investment projects that can resolve residents' daily inconveniences or community projects that can achieve resident harmony are the main targets. However, projects subsidized by national or city funds, ongoing project expenses, autonomous community center facility renovations, and subsidy projects supporting specific organizations are excluded.
The intensive solicitation period is until the end of May, and applications can be submitted by visiting the Cooperation and Decentralization Division or the dong community service center in person, by mail (302 Hwagok-ro, Gangseo-gu Office, Cooperation and Decentralization Division), or by email (sjlee0709@gangseo.seoul.kr).
Applications can also be submitted through the Gangseo-gu Office website under ‘Open Plaza → Resident Participation Budget System’.
Submitted opinions will be reviewed by the relevant departments for project feasibility, urgency, and public interest, followed by evaluation and on-site inspection by the subcommittee in June, and final selection within the budget scope through the Resident Participation Budget Committee review in July.
Selected projects will be reflected in the 2021 budget proposal and finalized after the district council’s deliberation.
A district official said, “We have intensively solicited residents’ opinions for budget formulation so that the budget can be primarily used for projects needed by residents,” and added, “We hope for the interest and participation of many people.”

Last year, through the resident participation budget solicitation, the district allocated a total of 1.2 billion KRW for 21 projects, including sidewalk maintenance on Kkachisan-ro and Heo Jun Neighborhood Park maintenance projects.
