On the 10th, the National Intelligence Service (NIS) announced that it would take legal action, denying a domestic media report claiming that the Moon Jae-in administration's NIS was reorganizing its personnel system and conducting an "organizational reshuffle" to promote individuals aligned with the regime's tendencies.
On the same day, the NIS stated, "We regret that the Munhwa Ilbo politically linked unfounded claims such as 'code reshuffling' and 'abolishing promotion exams for specific individuals and introducing an internship system' related to 'NIS personnel and recruitment' in its report on the 10th, and we plan to take legal action."
In its report on the 10th, Munhwa Ilbo cited internal sources saying that the NIS reformed its personnel system in 2018, and that this was intended to help employees hired during the Roh Moo-hyun administration who failed internal exams and could not be promoted, by abolishing the exam system.
