Mapo-gu Establishes 'Local Festival Safety Management Plan'
Establishing a Detailed Local Festival Safety Management Plan for 'Safe Mapo & Zero Human Casualties'... Expansion of Review Targets to Large-Scale Local Festivals (Outdoor Events), Including Private Organizers... Review of Event Plan Adequacy, Safety Management Team Formation and Operation, Infectious Disease Safety Measures, etc.
[Asia Economy Reporter Jongil Park] Mapo-gu (Mayor Yudonggyun) has established the '2020 Mapo-gu Local Festival Safety Management Basic Plan,' which includes safety management plans not only for large-scale and high-risk local festivals but also for outdoor events, strengthening joint inspections with related organizations.
By preparing this safety management plan, the district aims to create a safe 'Mapo' and achieve zero casualties by preventing potential safety accidents through thorough review and on-site inspections of safety management plans for local festivals and outdoor events.
In particular, although many festivals and events have recently been canceled or postponed due to the spread of COVID-19, event organizers must conduct cleaning, disinfection, and quarantine measures for events that must be held inevitably.
Furthermore, starting this year, the scope of safety management plan reviews has been expanded to newly include local festivals hosted by the private sector with a maximum instantaneous audience of 3,000 or more, and outdoor events hosted by local governments with a maximum instantaneous audience between 500 and less than 3,000.
Departments (dong) and private organizers wishing to hold events must submit a safety management plan to the Mapo-gu Office Urban Safety Division at least 30 days before the event.
The submitted safety management plans will undergo review by the Safety Management Committee formed by the district. The main review items include ▲ review of event plans and auxiliary events for appropriateness ▲ organization and operation of comprehensive safety management task forces ▲ safety management measures at event sites such as rescue and first aid ▲ strengthening infectious disease safety measures related to COVID-19. The Safety Management Committee will meticulously review all aspects of festival safety management.
For high-risk local festivals using fire, fireworks, etc., the district plans to establish an emergency contact system among related organizations such as the police station, fire station, and Korea Electric Power Corporation (KEPCO) to minimize damage in case of accidents, thoroughly blocking causes of safety accidents by inspecting the implementation status of safety management plans.
