"Whistleblower Rewards Up to 100 Million KRW" ... Busan Office of Education Advances Anti-Corruption and Integrity Policies
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Jonghyo] The Busan Metropolitan Office of Education announced on the 31st that it has established and will fully implement the '2020 Anti-Corruption and Integrity Policy Promotion Plan' aiming for a first-grade integrity rating and a fair and clean Busan Office of Education.
This plan reflects last year's integrity measurement results, the Anti-Corruption Comprehensive Plan and Promotion Directions for five years by the Anti-Corruption and Civil Rights Commission, and includes three major promotion strategies: ▲solidifying the foundation for integrity promotion ▲strengthening a fair integrity system ▲spreading a voluntary culture of integrity, along with six key tasks and 20 detailed promotion tasks.
The Busan Office of Education will first take the opportunity of the enforcement of the 'Public Finance Recovery Act' starting this year to conduct a comprehensive inspection at educational sites to check for any leakage of public funds and will engage in various system improvements and publicity efforts to prevent budget waste.
In addition, a 'Self-Audit Satisfaction Evaluation' will be conducted targeting institutions subject to comprehensive audits, with an anonymous online survey evaluation planned for 37 schools that were subject to comprehensive audits last year.
They will also conduct a mid-term check on whether repetitive issues that hinder integrity improvement, such as split contracts and negotiated contracts found in comprehensive audit disposition results, are being improved and implemented.
Furthermore, in line with the changing administrative environment, the operation guidelines for the 'Active Administration Exemption System' will be revised to revitalize it, and an Active Administration Support Group will be operated.
Moreover, to activate public interest reporting and strengthen whistleblower protection, the 'Busan Metropolitan Office of Education Ordinance on Handling Public Interest Reports and Protection and Compensation of Whistleblowers' will be enforced, raising the reward limit for public interest reporters from 30 million won to 100 million won, and establishing and operating a Public Interest Reporting Center and a Whistleblower Protection Support Committee.
