'Constitutional Court Chief Nominee Kim Yi-su Appointed as Chair of the Public Officials Ethics Committee'
[Asia Economy Reporter Son Sun-hee] Kim Yi-su, former Justice of the Constitutional Court (67), has been appointed as the 17th Chairman of the Government Officials Ethics Committee. He was nominated as the Chief Justice of the Constitutional Court in the early days of the Moon Jae-in administration in 2017 but was the first in constitutional history to have his appointment rejected by the National Assembly, resulting in his withdrawal.
According to the Ministry of Personnel Management on the 23rd, President Moon Jae-in appointed former Justice Kim as the new Chairman of the Government Officials Ethics Committee for a two-year term. The term began on the 21st.
Chairman Kim, originally from Gochang, Jeonbuk, graduated from Jeonnam High School and Seoul National University Law School, passed the 19th Judicial Examination, and served as Chief Judge of Incheon District Court, Director of the Judicial Research and Training Institute, Justice of the Constitutional Court, and Acting Chief Justice of the Constitutional Court. He is currently a distinguished professor at Chonnam National University Law School.
The Ministry of Personnel Management stated, "Chairman Kim has contributed to protecting socially vulnerable groups and realizing a fair society over more than 40 years in the legal profession. He also served as Vice Chairman of the Constitutional Court Government Officials Ethics Committee during his tenure as a Justice, making him a suitable candidate."

The Government Officials Ethics Committee consists of 11 members, including the Chairman, seven appointed members by the President, and four members appointed at the vice-ministerial level from government ministries. The committee oversees asset registration, asset review and disclosure, and employment review of retired public officials for political appointees, central administrative agency officials, and public officials at grade 3 or higher in local governments and education offices.
