Jeong Ji-gwon, Seoul City Council Member, Urges Proper Administrative Procedures for Relocation of Sam Pyo Remicon Factory in Seoul Forest
Seoul Public Development Planning Team Initiates Administrative Procedures for Remicon Factory Relocation... Requests Smooth Progress of Related Procedures Until Relocation and Demolition Completion by June 2022
[Asia Economy Reporter Jong-il Park] Seoul Metropolitan Council member Ji-kwon Jeong (Democratic Party, Seongdong 2) demanded that the Seoul Metropolitan Government strictly enforce the administrative procedures necessary for the relocation of Sampyo Remicon, based on the relocation agreement signed in October 2017 between Sampyo Industrial Seongsu Plant, which borders Seoul Forest, and the Seoul Metropolitan Government, to ensure that the relocation promise is properly kept.
The Sampyo Industrial Seongsu Plant (Sampyo Remicon), located on the west side of Seoul Forest, is situated in the middle of the city, damaging the urban landscape and causing continuous resident harm due to traffic congestion from remicon vehicles and dust. It is also located right next to the end of Eungbongcheon Stream, where it meets the Han River, raising concerns about environmental pollution.
The relocation project of Sampyo Remicon, which had been a long-standing wish of Seongdong-gu residents, began to be reviewed by the Seoul Metropolitan Government in 2015. It became tangible following remarks by Mayor Park Won-soon at the Seongdong-gu New Year's meeting in 2017, leading to the signing of the relocation agreement on October 18 of the same year, with an announcement to complete the relocation and demolition of the remicon plant by June 30, 2022.
Since then, the Seoul Metropolitan Government has been in continuous negotiations with Sampyo Remicon, but difficulties such as selecting an alternative site have caused concerns that the relocation project might be delayed or canceled. However, on March 12, 2020, the Seoul Metropolitan Government initiated the normal administrative procedures for the relocation and demolition of the remicon plant by posting a public notice regarding the ‘Urban Management Plan Amendment’ for the relocation of the remicon plant, aiming for completion by June 30, 2020.
Council member Ji-kwon Jeong received a written report from the Seoul Public Development Planning Team regarding the drafting and implementation of the ‘Urban Management Plan Amendment Decision.’
The main contents include ▲ Establishment of a cultural park on the Sampyo Industrial remicon plant site ▲ Change of the Seoul Forest parking lot site to a quasi-residential area.
Council member Jeong requested that the Seoul Metropolitan Government pay attention and effort to ensure that the relocation and demolition project proceeds smoothly by June 2022 as per the 2017 agreement, and that related information be transparently communicated to residents now that the administrative procedures have begun.
