Dobong-gu, First Seoul District to Assign Road Name Address Simultaneously with Building Permit
Assigning 'New Road Name Addresses' Simultaneously with 'Building Groundbreaking' for Convenient Use by Civil Petitioners Before Building Completion, Including Electricity and Water Applications... Detailed Address Assignment for Single-Family Homes, Multi-Family Houses, and Commercial Buildings Promoted
[Asia Economy Reporter Jongil Park] Dobong-gu (Mayor Dongjin Lee) is implementing the "One-Stop Service for Improving the New Building Road Name Address Assignment Procedure," which assigns a "new road name address" simultaneously with the "start of construction," becoming the first autonomous district in Seoul to do so.
Until now, building owners had the inconvenience of having to visit the district office separately to receive a road name address at the time of usage approval after obtaining the building permit. Additionally, there were issues such as using abolished addresses due to the absence of a new address until the usage approval stage.
To address this, the district has established a one-stop service that allows simultaneous application for the road name address at the time of building permit application, the first among Seoul's autonomous districts.
The road name address assignment procedure involves receiving a "Building Number Assignment (Change) Application" from the building owner at the time of building permit application, notifying the Real Estate Information Division during the building permit process, and assigning a new road name address simultaneously with the start of construction.
As a result, residents can apply for electricity and water usage in advance using the new road name address even before the building is completed.
The district is actively promoting a project to assign detailed addresses to buildings such as one-room and multi-family houses to alleviate citizens' inconveniences and ensure safety.
A "detailed address" applies the apartment-style notation of building unit, floor, and room to detached houses, multi-family houses, and commercial buildings, assigning addresses in the form of "2nd floor, Unit 201; 3rd floor, Unit 301," which can be used as a legal address.
This allows for precise location guidance by building unit, floor, and room, ensuring accurate delivery of mail and packages, and enabling prompt emergency services in case of emergencies, thereby improving residents' convenience.
Originally, detailed address applications required the building owner's application or the tenant's direct consent from the owner, but with the revision of the Road Name Address Act, the district can now assign detailed addresses to multi-family houses and one-room units without detailed addresses by collecting opinions from owners and tenants.
To establish detailed addresses, the district plans to expand detailed address assignments not only through owner applications but also by official designation starting from 2020 through continuous promotional activities.
Mayor Dongjin Lee stated, "As the utilization of road name addresses continues to rise, the district will strive to ensure they become established in daily life, and we will do our best to improve residents' inconveniences and provide convenient services to residents."
