Gangbuk-gu Notifies Civil Defense Training via Mobile
Civil Defense Training Notification Changed from In-Person Delivery to Mobile Notification... Contract in February, Service to Begin in March
[Asia Economy Reporter Park Jong-il] Gangbuk-gu (Mayor Park Gyeom-su) will implement a service that notifies approximately 25,000 civil defense members in the district of their training notices via mobile.
Accordingly, when the district official selects the training recipients, the notice is sent to the members through a certified electronic document intermediary. In this process, instead of collecting mobile phone numbers to protect personal information, an encrypted identification value (CI) based on the resident registration number is used. The document can only be viewed after an identity verification procedure.
Previously, the district delivered notices directly to the members’ registered residences through local civil defense leaders (tongjang). This method had the drawback that notification was difficult if the registered address differed from the actual residence or if no one was present at the time of visit.
Additionally, with the recent increase in single-person households, it is often the case that no household members are present during daytime hours, making notice delivery increasingly difficult. This leads to low attendance rates for training, making administrative actions such as fines for non-attendance challenging.
Mobile notification has the advantage of allowing confirmation of receipt through the system. For members who do not receive the notice, a paper notice will be printed and delivered in person as a supplementary measure.
The district plans to contract with a certified electronic document intermediary in February and launch the service starting in March.

Gangbuk-gu Mayor Park Gyeom-su stated, “The introduction of this service is expected to reduce administrative waste caused by printing and delivering paper notices and improve attendance rates for civil defense training. We will do our best to enhance administrative efficiency and resolve inconveniences for residents by implementing administration that aligns with the times.”
