Suncheon-si, Eupmyeondong On-site Administration '90% Citizen Satisfaction'
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Suncheon City in Jeonnam announced on the 14th that the results of the ‘2019 Eupmyeon-dong On-site Administrative Satisfaction Survey,’ conducted by a professional agency (Korea Research International) to create a ‘New Suncheon with Citizens,’ showed overall improvement compared to the previous year.
First, satisfaction with Eupmyeon-dong on-site administration and civil service administration improved by 2.3% compared to the previous year, with 90% expressing satisfaction. Positive responses increased by 0.9%, while dissatisfaction decreased by 2.1%.
Last year’s outstanding policies of Suncheon City ranked the 2019 Korea Balanced Development Expo, the first held by a nationwide basic local government, as number one, followed by the attraction of the integrated government building for the eastern Jeonnam region to Suncheon, and the confirmation of the site for the Suncheon City Hall construction.
Regarding awareness of major policies in Suncheon City, ‘aware (recognition)’ stood at 79.3%, significantly ahead of ‘not well aware (non-recognition)’ at 20.7%, showing a 9.6% increase from the previous year. By region, awareness was higher in Dong areas than in Eupmyeon areas.
The channels for acquiring city administration information were broadcasting media at 40.3%, internet and SNS at 35.3%, acquaintances at 32.3%, and neighborhood leaders (i-tongbanjang) at 14.9%. Broadcasting and SNS were higher in Dong areas, while i-tongjang and eupmyeon heads were relatively higher in Eupmyeon areas.
Notably, internet and SNS usage increased by 15.1% compared to the previous year (20.2% in 2018), indicating a growing share of internet use.
The areas most needing improvement in the 7th elected term were traffic condition improvement (15.2%) at the top, followed by welfare condition improvement (13.9%) and regional economic revitalization (12.9%). This raised the need for policies to secure parking lots in residential areas and strengthen traffic communication measures.
In the Eupmyeon-dong administrative fields felt by citizens, daily civil complaints were overwhelmingly high at 38.5%, followed by welfare functions (20.1%), listening to citizens’ voices (17.0%), and resolving long-standing projects (12.8%). To strengthen life-close administration such as water and sewage, roads, traffic, and cleaning, Suncheon City plans to enhance on-site Eupmyeon-dong administration, the observation reporting system, and a system for promptly handling suggestions and civil complaints.
Meanwhile, last year, Deokyeon-dong in Suncheon City was selected as the best institution in the on-site administrative evaluation of 22 Eupmyeon-dongs in Jeonnam Province, receiving an institutional commendation and a prize of 15 million won.
A Suncheon City official stated, “We plan to disseminate the 2019 Eupmyeon-dong administrative satisfaction survey results to departments and Eupmyeon-dongs and reflect them in city administration promotion, participation, daily civil complaints, and long-standing projects.” He added, “Eupmyeon-dongs will incorporate small-scale long-standing projects into the 2020 comprehensive Eupmyeon-dong administration and improve insufficient areas to create a new Suncheon through autonomous innovation that adds happiness to everyday life.”

The 2019 Eupmyeon-dong administrative satisfaction survey was commissioned to Korea Research International Co., Ltd. and conducted from December 6 to 11, 2019 (6 days) via telephone interviews using a structured questionnaire with 851 adult men and women aged 19 or older residing in Suncheon City (sample extracted proportionally to the population), with a 95% confidence level and a margin of error of ±3.46 percentage points.
