Songpa-gu to Implement Special Water Quality Management Measures Until April This Year
Designation of River Officials and Intensive Crackdown on Hazardous Substance Handling Businesses
[Asia Economy Reporter Jongil Park] Songpa-gu (Mayor Park Seong-su) is implementing special water quality management measures to address the vulnerability to water pollution accidents during the winter and thaw seasons.
The winter and thaw period (January 2020 to April 2020) sees reduced river flow, increasing the risk that even small amounts of pollutants can lead to accidents, necessitating multifaceted management.
Accordingly, the district plans to operate a water pollution prevention, monitoring, and response system until April to prevent water pollution accidents in advance and respond swiftly to unexpected incidents.
On the 23rd of last month, the district established a comprehensive water pollution accident control room in the Environmental Division of the district office, built an emergency contact network with related organizations, and is committed to thorough initial disaster prevention measures.
Additionally, public officials have been assigned to each of the four local streams (Seongnaecheon, Gamicheon, Jangjicheon, and Tancheon) to conduct river monitoring activities. They continuously inspect wastewater discharge from nearby workplaces and large construction sites, as well as fish deaths.
Inspections and guidance for facilities causing water pollution accidents will also be strengthened. Direct environmental violations such as unauthorized or illegal discharge at businesses handling harmful water pollutants will be intensively monitored. Technical support will be provided through expert cooperation for small-scale businesses with inadequate wastewater treatment technology.
Furthermore, water quality surveys will be conducted on major streams Seongnaecheon and Tancheon for thorough management. Seongnaecheon will be tested 10 times annually, and Tancheon 4 times annually, measuring 11 items including water temperature and pH. Pollution levels will be analyzed and disclosed to residents via water quality information boards (district website, Seongnaecheon Mulbit Plaza) to ensure continuous management.
In addition, to prepare for fish death incidents, water quality measurement and patrol activities will be intensified in accident-prone areas. Facility inspections and publicity will be conducted to manage non-point pollution sources around large construction sites near Jangjicheon and Tancheon in anticipation of rainfall.

Park Seong-su, Mayor of Songpa-gu, stated, “This year, as river flow is expected to be low, we are making every effort to prevent water pollution accidents,” adding, “We will focus on monitoring and preventive activities in areas vulnerable to water pollution to make Songpa-gu safe from water pollution accidents.”
