SeoChang~Gimpo·Osan~Yongin Expressway Project, Third-Party Proposal Announcement
[Asia Economy Reporter Yoo In-ho] The Seochang~Gimpo Expressway and Osan~Yongin Expressway private investment projects will be promoted through a third-party proposal announcement method.
The Ministry of Land, Infrastructure and Transport announced on the 5th that it will conduct a third-party proposal announcement for 90 days starting from the 6th for the Seochang~Gimpo Expressway and Osan~Yongin Expressway private investment projects. Previously, both projects were designated as private investment projects by the Ministry of Strategy and Finance's Private Investment Deliberation Committee on the 31st of last month.
Interested businesses must submit documents for the first-stage evaluation, the preliminary qualification review, by the 30th day from the announcement date. If there is only one applicant submitting documents in the first stage, a re-announcement will be conducted. The second-stage technical and price evaluation will be conducted only for proposers who pass the first-stage evaluation.
The Seochang~Gimpo Expressway project is a project to connect underground the section from Seochang JCT, where the 2nd Gyeongin Expressway and Yeongdong Expressway meet, passing through Jangsu IC of the Seoul Ring Expressway, to the new Gimpo TG.
The Osan~Yongin Expressway project is a project to connect Annyoung IC at the northern end of the disconnected Pyeongtaek~Hwaseong Expressway and Seosuji IC at the southern end of the Yongin~Seoul Expressway.

Kim Yong-seok, Director of the Road Bureau at the Ministry of Land, Infrastructure and Transport, said, "This project is being promoted to early establish roads that are necessary and urgent, such as expanding road capacity in habitual congestion sections or connecting disconnected expressway sections," and added, "We will comprehensively evaluate the validity of route selection, the adequacy of design and construction plans, the appropriateness of traffic demand estimation, and the adequacy of plans for stable operation."
