Legal Response with Counter-Complaint Following Yoon Prosecutor's Report
"Speech Collection Allegations Groundless"... Claims of Defamation and False Accusation
[Asia Economy Reporter Seongpil Cho] Yang Soyoung, Public Relations Director of the Korean Bar Association, filed a complaint with the prosecution on the 4th against Yoon Sungcheol, Auditor of the Seoul Bar Association. The charges in the complaint include defamation and false accusation. This legal response follows Yoon's previous day’s accusation against Director Yang and others for embezzlement, making it essentially a counter-complaint.
On the same day, Director Yang filed a complaint with the Seoul Central District Prosecutors' Office against Auditor Yoon for defamation and false accusation. Until the morning, Director Yang attempted to negotiate the withdrawal of the accusation with Auditor Yoon’s side, but when this failed, the complaint was finally submitted. Director Yang stated, "I had no involvement whatsoever in the speech collection published in November 2018 when Chairman Lee Chanhee of the Bar Association was serving as the president of the Seoul Bar Association," and added, "Auditor Yoon made the accusation despite knowing these facts were false."
Earlier, Auditor Yoon had filed a complaint with the Seoul Central District Prosecutors' Office the previous day against Chairman Lee, Director Yang, Vice Chairman Yeom Yongpyo, and others on charges of embezzlement. In the complaint, Auditor Yoon claimed, "Chairman Lee instructed a Seoul Bar Association employee to print and publish 100 copies of a collection of sayings (speech collection) for use in the Korean Bar Association election, and among these, 60 copies were delivered to Director Yang’s office." Furthermore, "The 60 copies delivered to Director Yang’s office were used in Chairman Lee’s election campaign."
On the other hand, Director Yang stated on the same day, "At the time of the publication of the speech collection, I was only a non-executive director of the Seoul Bar Association and not part of the executive team," and "I had no involvement in the publication of the speech collection." Regarding the suspicion that 60 copies of the speech collection delivered to her office were used in Chairman Lee’s election campaign, she emphasized, "This is groundless."

Director Yang said, "I will request disciplinary action against Auditor Yoon at the Seoul Bar Association for engaging in illegal acts," and "I plan to simultaneously file a civil claim for damages." She added, "There is no public interest in acts that trample on the honor of general members with false information by abusing the position of auditor," and "I urge strong legal punishment and disciplinary measures."
