Shinan-gun, First Supplementary Budget Nationwide in 2020
Active Promotion of Expansionary Fiscal Policies Including Increased Resident Income and Living SOC
[Asia Economy Honam Reporting Headquarters Reporter Kim Ki-woon] On the 4th, Sinan-gun, Jeollanam-do announced that it has submitted the first supplementary budget for 2020 to the Sinan-gun Council, the first of its kind nationwide.
The budget scale increased by 177.2 billion KRW from the original budget to a total of 745.1 billion KRW, with the general account at 698.2 billion KRW and the special account at 46.9 billion KRW.
Looking at the main contents of the revenue budget, national and provincial subsidies increased by 50.2 billion KRW, net surplus funds by 44.8 billion KRW, and grants by 5.5 billion KRW. The budget was urgently prepared to actively respond to the government's expansionary fiscal policy and to revitalize the local economy, which has been depressed due to the novel coronavirus.
This supplementary budget prioritizes increasing residents' income, a core task of Sinan-gun, and focuses on projects that need urgent implementation such as resolving residents' inconveniences, SOC projects, adjustments in national and provincial subsidy amounts, and subsidy returns due to settlement.
Major national subsidy projects for the government's key initiatives, including living SOC projects and regional development infrastructure, include ▲246 billion KRW for 13 districts of the Fishing Village New Deal 300 Project ▲4.2 billion KRW for the Southwest Coast Island Forest Ecological Restoration Project ▲2.5 billion KRW for the construction of the Jido-eup Sports, Culture, and Welfare Center.
By sector, the agriculture, forestry, marine, and fisheries sector aimed at increasing agricultural and fishery income saw an increase of 91.9 billion KRW, including ▲2.8 billion KRW for salt farm floor improvement ▲2.4 billion KRW for organic fertilizer support ▲2.1 billion KRW for scaling up rice farming. The culture and tourism sector for tourism revitalization increased by 24.8 billion KRW, including ▲6.0 billion KRW for the Four Seasons Flowering 1004 Islands Project ▲1.8 billion KRW for the Korean Bonsai Glass Park Project ▲1.5 billion KRW for the maintenance of Bigum Daedong Salt Farm.
Additionally, the health and social welfare sector for improving residents' welfare increased by 11.0 billion KRW, the transportation sector for night operation of passenger ships and expansion of the public bus system increased by 10.4 billion KRW, the environment sector increased by 4.2 billion KRW, and the education sector increased by 3.6 billion KRW.
