[Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] Lee Hyung-seok, a preliminary candidate of the Democratic Party for the National Assembly election in Buk-gu (Eul), Gwangju Metropolitan City, proposed the ‘Youth Non-Commissioned Officer System’ policy as a measure for military modernization and youth job creation.
The ‘Youth Non-Commissioned Officer System’ aims to train 100,000 young people aged between 20 and under 30 over five years, with 20,000 annually, as a pre-stage to a volunteer military system, creating specialized personnel necessary for military modernization as youth jobs.
Candidate Lee stated, “In the future, our military will inevitably transform its strategic weapon systems into advanced weapon systems applying new technologies of the 4th Industrial Revolution to realize a digital strong military and smart defense.”

He added, “By training specialized personnel to operate command and control systems utilizing new technologies such as artificial intelligence (AI), big data, augmented reality (AR) and virtual reality (VR), 5th generation (5G) mobile communications, and modernized military equipment like drones as ‘Youth Non-Commissioned Officers,’ we can achieve both the enhancement of national defense capabilities and the creation of youth jobs.”
