Big Data Analysis Using GPS, Resolving Resident Confusion by Adjusting Cleaning Service Areas... From March, Unified Volume-Based Waste Bags by Area
[Asia Economy Reporter Jong-il Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) is significantly improving the cleaning outsourcing system for residents' convenience and the safety of sanitation workers.
The district announced that over the past four months, it conducted a cleaning outsourcing cost estimation research project, including big data analysis such as GPS, through an external professional institution, and reflected the findings to sign new contracts with cleaning outsourcing companies for 2020.
First, the cleaning zones, which residents often find confusing, will be reorganized. Until now, Gayang 1-dong (Magok District), Deungchon 3-dong, and Ujangsan-dong had two or more cleaning companies collecting and transporting waste, causing inconvenience as residents had to purchase and use separate volume-based waste bags.
The district improved residents' inconveniences by adjusting the zones so that a single administrative dong is handled by a single company, and from March, the volume-based waste bags divided by company will be unified into the same volume-based waste bag.
Also, to enhance cleaning services, the standard for appropriate living waste collection and transportation agency settlement was changed from the previous volume-based waste bag sales volume to appropriate personnel and equipment standards, and a lump-sum contract system was introduced to enable stable expansion and operation of cleaning personnel.
Safety measures will also be strengthened. Safety devices will be additionally installed on all cleaning vehicles, and the provision and wearing of safety gear will be reinforced to prevent accidents involving sanitation workers.
Furthermore, to ensure that sanitation workers of outsourcing companies receive appropriate wages transparently, payment of wages, settlement of the four major insurances, and settlement regulations for outsourcing budgets were specified in the contract terms, and supervision was strengthened.
A district official said, “This cleaning zone reorganization has dramatically improved efficiency by unifying volume-based waste bags,” and added, “We will continue to provide life-centered cleaning services to enhance residents' convenience.”
