Integrity of Gyeonggi Province Affiliated Agencies 'Declines'
[Asia Economy (Suwon) = Reporter Lee Young-gyu] The integrity levels of 20 public institutions under Gyeonggi Province have declined compared to the previous year.
Gyeonggi Province announced on the 16th that the comprehensive integrity score recorded 8.49 points (out of 10) in the '2019 Public Institution Integrity Survey' conducted on 20 affiliated institutions in the province, down 0.19 points from the previous year (8.68 points).
According to the evaluation results, the comprehensive integrity score of Group 1, which included 10 institutions with 50 or more staff members, was 8.64 points (standard deviation 0.50).
Looking at the scores by category, external integrity was 9.32 points, internal integrity was 8.33 points, and anti-corruption policy evaluation was 8.29 points.
Regarding the status by institution, there were no 'Grade 1' institutions scoring 9.39 points or higher. Four institutions?Gyeonggi Tourism Organization, Gyeonggi Economic Science Promotion Agency, Kintex, and Korea Ceramic Foundation?were rated as Grade 2.
Three institutions?Gyeonggi Technopark, Gyeonggi Contents Agency, and Gyeonggi Lifelong Education Institute?maintained mid-level rankings.
The comprehensive integrity score of Group 2, which included 10 institutions with fewer than 50 staff members, was 8.28 points (standard deviation 0.69).
By category, external integrity was 9.46, internal integrity was 7.71, and anti-corruption policy evaluation was 7.34 points.
As with Group 1, no institutions received Grade 1. Gyeonggi Family and Women Research Institute, Gyeonggi Suwon World Cup Stadium Management Foundation, and Next Generation Convergence Technology Institute received Grade 2.
Following them, five institutions?Gyeonggi Pyeongtaek Port Corporation, Gyeonggi Agricultural and Food Distribution Promotion Agency, Gyeonggi Welfare Foundation, Gyeonggi Youth Training Center, and Gyeonggi Sports Council?received Grade 3.
Since introducing the integrity survey for affiliated institutions nationwide for the first time in 2015, the province has conducted the survey annually by dividing institutions into two groups based on whether they have 50 or more staff members.
The province calculates the comprehensive integrity score by considering ▲'external integrity,' evaluated by residents who have experienced administrative services, and 'internal integrity,' evaluated by internal employees ▲'anti-corruption policy evaluation,' which assesses each institution's anti-corruption efforts ▲and factors such as the occurrence of corruption incidents and acts that undermine trust.
Choi In-su, the province's auditor, emphasized, "Corrupt acts in provincial public institutions can undermine trust in provincial policies and infringe on residents' rights and interests. Based on this survey result, we will strengthen each institution's integrity and anti-corruption capabilities by conducting integrity education and customized consulting."
A total of 5,735 residents and 1,113 public institution executives and employees participated in this integrity survey.
Meanwhile, in addition to the 20 institutions, four institutions?Gyeonggi Urban Innovation Corporation, Gyeonggi Arts Center, Gyeonggi Medical Center, and Gyeonggi Credit Guarantee Foundation?that are evaluated by the Anti-Corruption and Civil Rights Commission were subject to the commission's evaluation.

According to the Anti-Corruption and Civil Rights Commission's evaluation, three institutions?Gyeonggi Urban Innovation Corporation, Gyeonggi Arts Center, and Gyeonggi Medical Center?received Grade 3, while Gyeonggi Credit Guarantee Foundation received Grade 4.
