Supporting the Activation of the Data Economy... Launch of the Whole-of-Government Digital Innovation Task Force (TF)
[Asia Economy Reporter Kim Min-young] The government is launching an inter-ministerial task force (TF) to revitalize the data economy.
On the 16th, the Ministry of Economy and Finance announced that it will operate an inter-ministerial TF for the three major digital innovation strategic areas, led by First Vice Minister Kim Yong-beom and composed of 13 ministries. Previously, in December last year, the Data Economy TF, Digital Government Innovation TF, and Digital Media Industry TF were each launched.
The inter-ministerial Data Economy TF, formed to implement follow-up measures after the amendment of the Data 3 Act, is organizing and operating five sector-specific working groups with heads at the first-grade level from the lead ministries and related agencies participating. To hear voices from the field, sector-specific industry meetings will also be held until the end of this month.
Based on the discussions, the TF will prepare a draft plan to revitalize the data economy by February, and thereafter, the TF will be operated regularly to check the implementation status of policy tasks and to coordinate and consult on current issues.
The TF will devise policy measures to ensure the effectiveness of the Data 3 Act amendments, focusing on sectors expected to be significantly impacted by the amendments, such as finance and healthcare, by accumulating and expanding data openness. Additionally, it will seek ways to strengthen information protection by unifying personal information-related tasks and functions under the Personal Information Protection Commission, enhancing management and supervision, and developing security technologies.
The Digital Government Innovation inter-ministerial TF will focus on six priority tasks: ▲ proactive and integrated innovation of digital government services for the public ▲ activation of MyData in the public sector ▲ advancement of citizen participation platforms ▲ implementation of field-centered smart work environments ▲ promotion of cloud and digital service usage ▲ establishment of an open data and service ecosystem. Among the 21 detailed tasks, 15 that require significant inter-ministerial collaboration will have dedicated working TFs for rapid progress.
Starting this month, the TF plans to accelerate progress through sector-specific private expert advisory meetings and inter-ministerial workshops. By March, it will prepare a concrete blueprint for digital government innovation (implementation plans for each task) and establish a mid- to long-term inter-ministerial digital transformation roadmap within the second half of the year.
The Digital Media Industry TF is tasked with establishing minimum regulatory principles for the rapidly growing domestic internet media companies to build a private sector-led innovation foundation.

It plans to form and operate three sub-TFs for platforms, content, and networks, involving private experts and related ministries. The TF will jointly prepare and announce the 'Digital Media Ecosystem Development Plan (tentative name)' by March.
