Yangcheon-gu Selected as the Best Autonomous District in Comprehensive Civil Service Evaluation
High Scores Achieved in Civil Petition Handling and Grievance Resolution at the National Sinmungo
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) was selected as the best autonomous district in the '2019 Comprehensive Civil Service Evaluation' jointly conducted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.
The Comprehensive Civil Service Evaluation is conducted on 304 institutions (including central agencies, metropolitan, and basic local governments) that are in direct contact with public services. It evaluates the civil service operation system and performance over one year from October 2018 to September 2019, and assigns five grades from A to E based on the overall score ranking.
The evaluation areas include three categories: civil administration management foundation, civil administration activities, and civil service performance. For each category, five items?civil administration strategy and system, operation of civil service systems (statutory civil services), handling of civil complaints via the National Sinmungo, handling of grievance complaints, and civil service satisfaction?were assessed through document review, on-site inspection, and surveys.
Yangcheon-gu has made continuous efforts to improve services since the 2018 evaluation, including related field training and consulting from the Korea Management Association. As a result, it was selected as an excellent 'A' grade institution in the 2019 Comprehensive Civil Service Evaluation.
In particular, it received higher scores than other institutions in the operation of civil service systems, handling of civil complaints via the National Sinmungo, and grievance complaint handling, earning favorable evaluations.
Kim Soo-young, Mayor of Yangcheon-gu, said, "I am proud that the results of our united efforts were well reflected in the evaluation. We will continue to work quickly and sincerely so that residents can be satisfied and excellent quality civil services can be sustained."
