Operation of Lunar New Year Comprehensive Situation Room, Detailed Measures in 7 Key Areas to Resolve Resident Inconveniences
[Asia Economy Reporter Jong-il Park] Gangseo-gu, Seoul (District Mayor Noh Hyun-song) has established the ‘2020 Lunar New Year Comprehensive Measures’ ahead of the national holiday Seollal to ensure residents have a safe and comfortable holiday period.
The district has designated the 10-day period from the 20th to the 28th as a special measures period and prepared detailed plans in seven key areas: ▲Warm holiday celebrations ▲Price stabilization measures ▲Snow removal and cold wave countermeasures ▲Safety measures ▲Resolution of residents’ inconveniences ▲Health measures ▲Establishment of public service discipline and office management, which are now being implemented.
Starting from the 23rd, when the Seollal holiday officially begins, a comprehensive Seollal situation room will operate 24 hours a day to prevent safety accidents and minimize residents’ inconveniences during the holiday period.
This year’s special Seollal measures have strengthened consideration for marginalized groups. The scale of holiday consolation payments for recipients of the National Basic Livelihood Security has been expanded. While last year’s payments were made to 13,113 households, this year the number of beneficiary households has increased to 13,710.
Meal support will also be provided to vulnerable groups who are easily isolated during the Seollal holiday. Approximately 150 households in the area, including elderly living alone aged 65 or older and disabled individuals living alone, will be visited to provide alternative holiday meals, minimizing care gaps during the holiday period.
Additionally, through the 2020 Hope Ondol Warm Winter project, donations received will be used to support low-income residents and social welfare institutions, providing 1,550 bags of rice, 400 boxes of four types of fruit, padded vests, and other daily necessities.
Furthermore, cash and in-kind donations (food, daily necessities, etc.) will be collected from local residents through each neighborhood community center, district office, and welfare center to be delivered to residents in need.
A price countermeasure situation room will also be operated in preparation for Seollal. A special inspection team has been formed to closely monitor the supply and price trends of Seollal seasonal products, monitoring 19 key items subject to price management, and administrative guidance will be given to businesses with excessive price increases.
In addition, to revitalize traditional markets, temporary parking and stopping will be allowed on roads around traditional markets from the 24th to the 27th, provided it does not interfere with resident safety and traffic flow.
Measures to minimize residents’ inconveniences during the holiday period will also be promoted.
The public health center will operate a medical response team from the 24th to the 27th to respond to various medical accidents, and on the 26th, Seollal day, a special medical team will be established to handle primary care for visiting patients and emergency patient transport.
Also, 36 on-duty medical institutions and 150 holiday pharmacies available for emergencies will be operated on a rotating basis, and emergency rooms at five regional general hospitals?Ewha Womans University Seoul Hospital, Bumin Hospital, Wooridul Hospital, Mizmedi Hospital, and Gangseo Yonsei Hospital?will handle urgent patients.

Fire and disaster situation management will be strengthened by conducting safety inspections of major construction sites and multi-use facilities and establishing response systems as part of safety measures.
In preparation for the Seollal holiday, construction sites will be visited to thoroughly check the management status of hazardous facilities, and fire safety equipment at multi-use facilities such as cinemas will be inspected in advance.
Moreover, an emergency work system will be maintained without gaps to prepare for possible heavy snowfall and cold waves.
Additionally, employee training and special service inspections will be conducted to establish public service discipline and ensure a corruption-free and sound holiday.
During this Seollal holiday period, the days when household waste disposal is prohibited are from the 24th to the 25th, and from 7 p.m. on the 26th, normal disposal is allowed in areas where disposal is scheduled on Sunday.
