The Ministry of Agriculture and the Military Manpower Administration Recognized as Top Civil Service Providers... Ministry of Education and Daejeon City Rank Lowest
[Asia Economy Reporter Osangdo] The Military Manpower Administration, Busan Metropolitan Office of Education, and 27 other public institutions were selected as the nation's top civil complaint service agencies last year.
The Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission announced on the 13th that, as a result of the "2019 Comprehensive Evaluation of Civil Complaint Services" conducted on 304 institutions including central administrative agencies, metropolitan and provincial offices of education, and metropolitan and basic local governments, 29 institutions received the highest grade of "Ga".
Among central agencies, four were selected: the Military Manpower Administration, Ministry of Agriculture, Food and Rural Affairs, Rural Development Administration, and Ministry of Food and Drug Safety. Among metropolitan and provincial offices of education, two received the Ga grade: Busan Metropolitan Office of Education and Incheon Metropolitan Office of Education. Among metropolitan local governments, Daegu City and Gyeonggi Province were selected, and among basic local governments, 21 places including Sacheon City in Gyeongnam, Eumseong County in Chungbuk, and Seongdong District in Seoul were classified as top grade.
The Ministry of the Interior and Safety explained, "The Military Manpower Administration received high marks for issuing military service obligation notices using mobile technology, and the Busan Metropolitan Office of Education was highly rated for appointing ordinary citizens as citizen auditors to re-examine grievance complaints." In addition, Daegu City received high scores for proactively responding by analyzing civil complaint data collected through various channels.
On the other hand, 33 institutions including the Ministry of Education, Anti-Corruption and Civil Rights Commission, Korea Meteorological Administration, Jeonbuk Office of Education, and Daejeon City received the lowest grade of "Ma".
Among central agencies, five institutions were listed: the Ministry of Education, Anti-Corruption and Civil Rights Commission, Korea Meteorological Administration, Ministry of Gender Equality and Family, and Ministry of SMEs and Startups. Jeonbuk Office of Education, Chungnam Office of Education, Daejeon City, and Incheon City were also classified as the lowest. Among basic local governments, 24 places including Donghae City and Inje County in Gangwon Province, and Nam-gu in Gwangju City were classified as the lowest grade.
The Ministry of the Interior and Safety explained that among the institutions receiving the lowest grade, the Ministry of Education received low scores in the civil complaint handling section of the People's Petition system due to delays in processing time, and Daejeon City lost points in the grievance complaint section.

This evaluation was conducted by scoring five categories: civil complaint administration strategy and system, operation of civil complaint systems, handling of civil complaints through the People's Petition system, handling of grievance complaints, and civil complaint satisfaction.
