Gwangju Seo-gu, Excellence in Local Government Innovation Evaluation for 3 Consecutive Years
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Seo-gu, Gwangju Metropolitan City (Mayor Seo Daeseok) has achieved the great feat of being selected as an excellent institution for three consecutive years in the ‘2019 Local Government Innovation Evaluation’ hosted by the Ministry of the Interior and Safety.
According to Seo-gu on the 6th, the Local Government Innovation Evaluation is conducted targeting 243 local governments nationwide.
To ensure fairness and objectivity, it was conducted by forming an ‘expert evaluation group’ and a ‘public evaluation group,’ and was carried out on 14 indicators in three categories: autonomous innovation, innovation performance, and innovation diffusion and public perception.
Since the 7th elected term, Seo-gu has promoted various innovative policies in line with the government’s innovation policies, such as establishing its own autonomy and welfare model to realize complete resident autonomy and integrated welfare.
In particular, efforts have been made to realize direct democracy and strengthen practical resident autonomy through the operation of resident autonomy councils and the system of recommending neighborhood chiefs, as well as holding village general meetings by school. It is also promoting the integrated care (community care) project that provides customized housing, health care, nursing, care, and living support for the elderly.
Accordingly, in this evaluation, Seo-gu received high scores in areas such as the institution head’s innovation leadership, establishment of a foundation for expanding on-site visiting services, activation of resident participation and resident autonomy, provision of resident-friendly key information, and dissemination of excellent cases.
With this selection as an excellent local government, Seo-gu will receive government awards along with special grants.
