Enactment of the Resident Participation-Based 'Seoul Special City Geumcheon-gu Human Rights Basic Ordinance'
Nation's First Resident-Led Deliberation and Discussion to Draft Ordinance...Includes Basic Plan for Human Rights Policy Promotion, Human Rights Education, and Committee Operation
[Asia Economy Reporter Jong-il Park] Geumcheon-gu (Mayor Yu Seong-hoon) has established the "Seoul Special City Geumcheon-gu Basic Human Rights Ordinance" and promulgated it on December 31 last year to create an institutional foundation for the protection and promotion of human rights in the region.
This ordinance was prepared to establish an institutional basis for the protection and promotion of human rights for Geumcheon-gu residents, to realize the value of individual dignity, and to enable all residents to enjoy a happy life.
The "Geumcheon-gu Basic Human Rights Ordinance" includes △ the duties of the mayor and the rights and participation of residents △ the establishment of a basic plan for human rights policy promotion every five years and the Human Rights Policy Council △ human rights education and the Human Rights Center △ the establishment and operation of the Human Rights Committee.
In particular, the Human Rights Committee is expected to promote human rights policies that residents can empathize with and feel at their level by forming the committee through public recruitment of residents who have completed human rights education courses and have interest and willingness to participate in human rights issues.
Since the National Human Rights Commission recommended the enactment and revision of human rights ordinances to local governments nationwide in 2012, the district has taken the lead in spreading human rights culture by operating various human rights education courses in the local community since 2017.
Also, in July this year, the district formed the "Human Rights Basic Ordinance Promotion Team," centered on residents who have consistently participated in human rights education courses in the local community and have continuously shown interest in human rights policies, and began enacting the basic human rights ordinance.
From July to August, the promotion team analyzed each clause of the standard human rights basic ordinance of the National Human Rights Commission and the human rights ordinances of six exemplary local governments nationwide, including Seoul, to draft an ordinance suitable for the district's circumstances and residents' perspectives. Afterwards, human rights policy experts, legal professionals, and related departments reviewed and completed the ordinance.

Mayor Yu Seong-hoon said, "The ordinance promotion team laid the foundation for the promotion and protection of human rights for Geumcheon-gu residents through passionate efforts, including conducting a resident signature campaign directly targeting residents for the enactment of this human rights ordinance," and added, "Based on the basic human rights ordinance, we will create a Geumcheon-gu where all residents can live a dignified life through various policies and education."
