Addressing the phrase "Stopping Means Retreat," Kim emphasized the urgent awareness that Uijeongbu can no longer remain trapped in its outdated urban structure.
Kim recalled that when he took office as mayor four years ago, Uijeongbu was at a turning point, needing to break free from a long period of stagnation and decline. "In this rapidly changing era, the moment a city stops changing and innovating, it inevitably loses its competitiveness and falls behind. That sense of crisis is reflected in the slogan," he explained.
He further pointed out that for a long time, Uijeongbu remained a bedroom community for commuters to Seoul and suffered from a lack of businesses and jobs, which led many young people to leave the city.
Since taking office, Kim has promoted policies to transform this urban structure and lay the groundwork for Uijeongbu's future growth, including seeking designation as an economic free zone, changing the direction of development for returned US military bases, attracting Daewoong Group, starting construction of the GTX-C line, promoting the extension of Subway Line 8, and pushing forward with the Uijeongbu Station area development project.
He stated, "A city does not remain the same by staying still; it falls behind. Especially with competition among metropolitan cities intensifying, Uijeongbu standing still would mean retreating. This is the urgent message I want to convey."
Kim explained that "Entrusting Means Progress" reflects his determination to achieve even greater changes based on the accomplishments of the past four years.
He stressed, "If the past four years were about confirming the possibility of change in Uijeongbu, the next four years will be about completing that change in ways that improve citizens' lives and enhance the city's competitiveness."
He went on to say, "Together with citizens, we have tackled difficult challenges such as canceling the logistics center project in Gosan-dong, promoting the relocation of the waste incineration plant, restoring ecological streams, establishing a foundation to attract businesses, and blocking the transfer of child sex offender Kim Geunsik. Now, I will lead Uijeongbu to become the central city of northern Gyeonggi Province, a self-sufficient city abundant with businesses and jobs."
