The 'K-Semiconductor Cluster Construction' pledge announced that day centers on creating an ecosystem within the southern Gyeonggi region that encompasses the entire process from design, materials, components, and equipment, to testing, evaluation, and post-processing. Eight local governments, including Gyeonggi Province and Anseong, have committed to becoming a solid unified team to reliably secure large-scale electricity and water supplies necessary for achieving RE100, and to cultivate field-ready experts by partnering with local universities and research institutes to reflect real industry demand.
Particularly during the press conference, Bora Kim attracted media attention by personally presenting the fourth core strategy: a 'system for returning industrial infrastructure benefits to local residents.'
Candidate Kim pointed out, "Until now, residents in areas crossed by transmission lines or hosting water intake facilities have simply been sacrifices," emphasizing, "We need to ensure that the fruits of semiconductor industry growth are justly returned to residents and that residents become the true owners of this progress, so we can prevail in this long-distance race for supremacy." To achieve this, she pledged to establish a cooperative win-win model through the Democratic Party's metropolitan-local government alliance by introducing 'resident-participatory policy financing,' launching the tentatively named 'Gyeonggi Future Investment Corporation,' and creating 'Sunlight Income Villages.'
This announcement perfectly aligns with Bora Kim’s key pledges for her ninth mayoral term: the 'Anseong-Style Sunlight Pension Project' (establishment of the Anseong Environmental Energy Foundation) and the creation of a 'RE100 Energy Hub in the Semiconductor Specialized Complex.' Her unique policy initiative, which aims to supply clean energy to the semiconductor materials, components, and equipment campus in Anseong and return the profits from power generation to citizens in the form of pensions, has now gained further momentum through this joint vision of the governor and the eight city and county governments.

Immediately after the press conference, Bora Kim said, "The competition for semiconductor supremacy cannot be won by the power of a single city alone. Only by forming a true 'one team' with the governor and the heads of the eight local governments in southern Gyeonggi can we move forward with speed," adding, "Based on my proven achievements in carbon neutrality and in attracting the semiconductor materials, components, and equipment campus to Anseong, I will continue to work closely with Gyeonggi Province and neighboring cities to make Anseong the center of the K-Semiconductor Belt and a clean solar energy city where all residents can prosper—without interruption."
