View original imageThis briefing session was conducted as a one-day integrated event consisting of: ▲ Consulting on the basic account investment plan for the Local Extinction Response Fund (Part 1), ▲ Education and consulting on the Regional Revitalization Investment Fund (Part 2), and ▲ An explanation of government policy directions for responding to population decline and local extinction (Part 3).
The event was structured to enable cities and counties to understand and utilize local extinction response policies, which had previously been operated separately by sector, all at once. It served as a venue for two-way communication, with the central government (Ministry of the Interior and Safety), metropolitan, and local governments all participating to ensure that voices from the field were reflected in policy.
In Part 1 (10:00~12:00), consulting was conducted on preparing investment plans for the basic account of the Local Extinction Response Fund, in collaboration with the Korea Management Association Consulting.
Consultants were assigned to each city and county that applied, providing customized consulting for each project, and simultaneously reviewing whether there were any inappropriate projects that could arise during the process of preparing the investment plans.
In Part 2 (13:10~14:00), education and consulting sessions were held to facilitate understanding of the "Regional Revitalization Investment Fund" system and to assess the feasibility of commercializing promising projects from each city and county.
Together with the Regional Revitalization Investment Development Institute, which is the dedicated agency for the "Regional Revitalization Investment Fund" under the Ministry of Economy and Budget, the province and city/county officials participated in training focused on the system overview, implementation procedures, and major cases, thereby strengthening practical capabilities.
Furthermore, a one-on-one customized consulting session was provided for cities and counties that applied in advance, offering in-depth advice on identifying projects suitable for local conditions and on establishing investment plans.
In Part 3 (14:00~16:00), a field meeting was held with Kim Gunho, Director-General for Balanced Development at the Ministry of the Interior and Safety, and city/county officials, to share policy directions for responding to population decline and local extinction.
Director-General Kim Gunho personally explained the basic plan for responding to population decline and the direction for establishing investment plans for the Local Extinction Response Fund. During the subsequent Q&A and feedback session, a wide range of suggestions regarding fund management from the cities and counties were discussed.
This briefing session was particularly meaningful in that it comprehensively addressed the core elements of responding to local extinction—funds, investment funds, and policy directions—all in one place, thereby laying the foundation for cities and counties to utilize each system in an integrated manner.
In particular, the joint participation of the Ministry of the Interior and Safety, Gangwon Special Self-Governing Province, and 18 cities and counties within the province was recognized as presenting a cooperative model for addressing the shared challenges of population decline and local extinction.

Jeon Heeseon, Director of the Regional Extinction Response Policy Division of Gangwon Special Self-Governing Province, stated, "It was a meaningful occasion where the central, metropolitan, and local governments gathered to jointly discuss the direction for responding to local extinction," and added, "Going forward, the province will faithfully serve as a bridge that connects policies, funds, and investment funds so that the cities and counties do not act separately."
