Jeollanam-do Achieves Highest Relief Payment Rate Nationwide... Accelerates Second Round of High Oil Price Support

Jeollanam-do will begin the full-scale distribution of the second round of high oil price relief payments to the bottom 70% income bracket of residents starting May 18, putting all efforts into restoring the local economy and supporting livelihoods.
On May 16, Jeollanam-do announced that during the first round of payments, which began on April 27, the province formed dedicated task forces with city and county governments and secured offline payment methods in advance, achieving the highest payment rate nationwide through systematic preparation.
In practice, all 22 cities and counties in Jeollanam-do flexibly operated a weekday-based application system during the first week to suit local conditions. They also expanded the 'visiting application service' for residents with mobility difficulties. Thanks to these on-the-ground measures, Jeollanam-do achieved a final payment rate of 93.6%, ranking first nationwide.
For the second round, Jeollanam-do plans to continue both the weekday system and the visiting application service, as in the first round, to minimize inconvenience for residents. The amount of this second relief payment will vary by region: residents in general non-metropolitan areas will receive 150,000 won per person, those in population-declining areas designated as preferential support areas will receive 200,000 won, and those in special support areas will receive 250,000 won.
The eligibility is determined based on households registered at the same address as of March 30, 2026, and selection is made according to the total self-pay health insurance premium imposed in March. However, individuals with high-value assets, for whom income level cannot be accurately assessed solely by health insurance premiums, will be excluded based on separate criteria.
Applications can be submitted both online and offline. For online applications, residents may use credit card company websites, internet banks, or the local gift certificate app. Offline applications can be made at card-affiliated bank branches or at the community service center for their registered address.
During the first week of payments, both online and offline methods will follow the weekday system based on the last digit of the applicant's year of birth. On May 18, residents whose year of birth ends with 1 or 6 may apply; 2 or 7 on May 19; 3 or 8 on May 20; 4 or 9 on May 21; and 5 or 0 on May 22.
Recipients may choose to receive the payment as a credit or debit card, a prepaid card, or a local gift certificate, but usage is restricted to their local city or county. However, the funds cannot be used at large supermarkets, online shopping malls, department stores, entertainment or gambling businesses, or cash-like businesses.
All relief payments, including those from the first and second rounds, must be used by midnight on August 31. Any remaining funds not used by the deadline will expire automatically.
