Gwonjae Lee, candidate for mayor of Osan in Gyeonggi Province (People Power Party), announced a "Birth and Childcare Pledge" that includes the establishment of public postpartum care centers, expansion of childcare infrastructure, and strengthening support for daycare centers. His plan aims to address the low birth rate and create a child-friendly environment to improve the conditions for settling in the city.

The key element of his pledge is the establishment of a public postpartum care center in Segyo 2 District.
The plan is to build a facility with 20 rooms for mothers and program rooms for infants and young children, using national funding. The estimated total budget is about 1.5 billion won, including 1 billion won from the national government.
Candidate Lee emphasized, "A public postpartum care center is a key infrastructure to reduce the cost burden of childbirth and systematically manage the health of mothers and newborns. We will actively tackle the low birth rate issue by creating a birth-friendly environment."
The congratulatory allowance for elementary school admission will be expanded to include new middle and high school students. The plan is to revise the Osan City ordinance on elementary school admission congratulatory allowances in the second half of this year, expanding the support to new middle and high school students. The recipients will be new middle and high school students residing in Osan from the date of admission to the date of application, and they will receive 100,000 won in local currency. The allowance can be used to purchase books such as reference materials and workbooks, as well as at study cafes, theaters, and performance venues. Through this, the city aims to alleviate the burden on parents and contribute to revitalizing the local economy.
A public indoor playground for infants and young children, named "Kids Future Tech Playground," will also be established.
In conjunction with the Childcare Support Center and the iDream Center, the plan is to create a digital experiential space within the iDream Center in Yangsan-dong, where children can engage in robot play and AI interactive education.
Candidate Lee stated, "We will create an environment where children can naturally develop digital skills and creativity through play, and we will build a future-oriented educational foundation early on."
Support for the childcare field will also be strengthened. For 150 home-based and private daycare centers, the city plans to increase the monthly salary for cooks by 50,000 won to improve working conditions and stabilize operations.

A total of 139 daycare centers—including 40 private and 99 home-based centers—will receive support to replace their CCTVs with high-quality systems to create a safer childcare environment and reduce the burden on daycare centers.
Candidate Lee emphasized, "Improving the working environment for childcare staff directly leads to better quality childcare services. We will create a safe and reliable childcare environment."
Gwonjae Lee also stated, "A true population policy is only complete when a system is established that connects childbirth, childcare, and education. I will make Osan a city where people want to have and raise children."
