Mayor Baek expressed his strong ambition to elevate Guri City into the best smart premium city in Korea based on the achievements of the past four years.
During the press conference, Mayor Baek highlighted his identity as an “action-oriented mayor” by presenting concrete figures, including a pledge fulfillment rate of 75.4% (107 out of 142 projects completed). He listed major accomplishments such as leading the designation of the Topyeong Hangang public housing district, launching the restoration of Inchangcheon Ecological Stream, and achieving the highest rating for seven consecutive years in the Ministry of Health and Welfare’s evaluation, emphasizing the need for policy continuity.
In particular, regarding the controversy during last year’s flood damage, he stated, “Regardless of the reasons, I deeply apologize for not being by the citizens’ side as mayor,” and chose to address the issue head-on with sincerity. He vowed to take this as a painful lesson and promised to prioritize the safety and livelihoods of the citizens above all else.
Mayor Baek presented five key themes for the 9th local government term: regional reform, transportation reform, education reform, welfare reform, and housing reform.
For regional reform, he pledged to develop the Topyeong Hangang Smart City and attract a global AI hub. He also promised to establish a “Redevelopment Fast-Track Task Force” directly under the mayor’s office to drastically shorten the housing renewal process.

For education reform, he proposed attracting a science high school, nurturing autonomous public high schools, and establishing the largest academy district in the northeast region within the Galmae Station area.
Welfare reform focuses on designating 2026 as the “Year of Small Business Renaissance,” increasing childbirth subsidies, providing free postpartum care, and introducing the “Youth Guri Pass.”
For housing reform, his plans include upgrading major parks such as Jangja Lake Park, constructing a comprehensive dome stadium at Topyeong Hangang, and installing a cable car at Achasan, aiming to make Guri one of Korea’s top tourist destinations.
