Jung Myunggeun, candidate for Mayor of Hwaseong (Democratic Party of Korea), has unveiled an ambitious administrative reform plan to significantly strengthen the administrative capabilities of the four district offices, elevating them to the level of autonomous districts.

View original imageJung stated, "Going forward, I will delegate substantial authority so that the district offices can function on par with autonomous districts," adding, "As a first step, I am considering allocating a fixed budget amount for culture, arts, and sports and distributing it accordingly."
During a press briefing on May 8, Jung emphasized the importance of the four district offices that opened in February, noting, "After running city affairs, I realized it is not easy to devise policies that fit every region perfectly in order to address citizens' diverse needs." He further explained, "From now on, district mayors will take the lead in developing policies that reflect the unique characteristics of each district together with residents and citizens, and these will be incorporated as official city policies."
Jung also shared his views on the chronic issue of balanced development between the east and west sides of Hwaseong. He argued, "The existence of buildings and highways is not the absolute measure of an advanced region," stressing that "growth centered on living zones, where living environments are well established according to citizens' lifestyles, is crucial."

In particular, he expressed a strong commitment to developing the western region. Jung identified key priorities including the development of the 17-kilometer Hwanggeum Coastal Road (with an investment of 48 billion won), expansion of sports facilities in the western region, and the widening of the access road to Jebudo Island, as essential projects.
