Controversy Over 'American' Miss Universe Philippines Representative: "Never Felt a Sense of Belonging Anywhere"
Controversy Over Growing Up in the U.S. and Miss Earth USA Background
"First Recognized Myself as Filipino," Millan-Windoski Explains
The Philippines has selected Filipino-American Via Millan-Windosky as its new representative for this year's Miss Universe competition. However, some are pointing out that she has previously competed as a representative for the United States.
On May 9, Hong Kong media outlet South China Morning Post (SCMP) reported that Millan-Windosky won the Miss Universe Philippines finals held last weekend, beating out seven other candidates. As a result, she will represent the Philippines in the Miss Universe World Finals, scheduled to take place in November.
Millan-Windosky is a Filipino-American who grew up in Wisconsin, United States, and majored in History and International Relations at the University of Wisconsin-Madison.
She drew particular attention for her response during the Q&A segment of the finals. When a judge asked, "Why do you want to represent the Philippines on the international stage when people are constantly voicing dissatisfaction with the country?" she replied, "The Philippines is a place I have loved all my life."
She continued, "Growing up in an area in the United States that lacked diversity, I first recognized my identity as a Filipino above all else," adding, "I believe in the limitless potential of the Filipino people."

Ariella Arida, the national director of the Miss Universe Philippines organization, praised Millan-Windosky on social media, describing her as "an undeniable presence" with "a sculpted aura, a humble heart, and a face beautiful enough to launch a thousand ships."
However, controversy has arisen as some question her eligibility, noting that Millan-Windosky has spent most of her life in the United States and previously competed as a representative for the United States in the Miss Earth pageant.
In response, Millan-Windosky recently addressed the issue on a Philippine television program. She said, "I grew up never truly feeling a sense of belonging in either the United States or the Philippines," and added, "I have worked very hard to call the Philippines my home, and winning this competition makes me feel as if the Philippines has finally chosen me."
Regarding concerns about her American citizenship, she explained the process of acquiring Filipino nationality. Millan-Windosky said, "One of the first things my mother did after I was born was to report my birth to the Philippine embassy in the United States," and explained, "A child born to Filipino parents can acquire Filipino citizenship through this report."
Concerning her past experience as Miss Earth USA, she clarified, "My mother registered me for the national competition without my consent. At that time, I was focused on getting into law school and my studies, and I had no intention of participating in beauty pageants." She added, "But I always thought that if I were to compete again, I would definitely want to do it for the Philippines."
