Through practical support measures that cover everything from childbirth to care and play, I will make Hanam the best city in Korea for raising children."
As an economic support measure to overcome the low birth rate, Kang pledged to significantly increase the childbirth incentive payment. He plans to double Hanam City's childbirth incentive budget from the current approximately 1.5 billion won to 3 billion won, in order to ease the financial burden during the early stages of child-rearing.
In addition, support for children's playground facilities in apartment complexes and other areas will be doubled. Air domes will be installed at water parks in Misa, Wirye, and Gam-il districts so that children can play freely regardless of weather or season. In particular, to address the lack of play facilities in the original downtown area, new water play facilities will be established within the old city center, and air domes will be introduced to resolve issues such as noise and adverse weather, providing a comfortable play space.

To promote children's emotional development and creativity, a nature-friendly education program called "Forest School" will be operated. New Forest Schools will be established by region—including the original downtown, Misa, Wirye, and Gam-il—to activate nature education, ecological experiences, and after-school linked programs. Kang also emphasized that, to systematically operate these programs, the number of professional early childhood forest managers will be expanded from the current 2 to 8, in order to provide high-quality educational services.
