Jang Saeil, the Democratic Party candidate for Yeonggwang County Governor, has launched the citizen participation-based policy platform "Minsim," signaling the start of a policy-driven election campaign. By institutionalizing a structure that directly incorporates citizen proposals into campaign pledges, beyond simply announcing promises, Jang's strategy is to lead this election as a "participatory policy election."
On April 27, Jang announced that he would use the citizen proposal platform "Minsim" to discover practical, everyday policy pledges.
This platform is an online gateway where any Yeonggwang County resident can propose policy ideas. Unlike the conventional candidate-centered approach to announcing pledges, it features a system where citizens can directly participate in policy design.
The platform accepts policy proposals in areas including people's livelihoods and the economy, youth, welfare, environment, and other practical, day-to-day ideas. The aim is to gather a wide range of opinions, focusing on issues directly connected to residents' lives such as grocery prices, support for small businesses, youth employment, welfare in daily life, and environmental improvement.
In particular, Jang's campaign has established a process in which submitted proposals are reviewed by a dedicated team, discussed with experts, and assessed for feasibility before being incorporated into campaign pledges. This approach is seen as a differentiated attempt, as it builds a system that concretely reflects citizens' opinions in actual policy.
This platform is also interpreted as a key channel symbolizing Jang's emphasis on a "policy election." It reflects a strategy to win voters' support through genuine policy competition rather than slogan-based rivalry.
Jang stated, "This is a space where residents can directly propose policies and complete them together through communication," adding, "We will carefully address both small inconveniences on the ground and major regional issues, connecting them to policies that residents can truly feel."
In political circles, this initiative is being viewed as an active strategy by Jang Saeil to both expand engagement with voter groups accustomed to online participation, such as the youth, and to reflect real-life needs in his campaign pledges.
