Min Unveils Five Lifestyle-Oriented Carbon Neutrality Policies
Hyungbae Min, the Democratic Party of Korea's candidate for Special Mayor of the Jeonnam-Gwangju Integration, stated on April 22, in recognition of Earth Day, that the carbon neutrality targets for Gwangju and Jeonnam—currently set for 2045 and 2050, respectively—should be unified to 2045.
On this day, Candidate Min said, "There is no reason to maintain separate targets of 2045 for Gwangju and 2050 for Jeonnam," adding, "The Special Integrated City is not just an administrative merger; it is a process of advancing to a higher standard. Therefore, Gwangju's 2045 target should become the benchmark for both Jeonnam and Gwangju as a whole." He further pledged, "I will make Jeonnam and Gwangju the most advanced carbon-neutral special city in South Korea."

View original imageHe proposed policies based on carbon neutrality, such as the establishment of RE100 industrial complexes, energy transition, construction of a metropolitan BRT-centered transportation system, and the creation of a water circulation city. He emphasized, "Now, we must move beyond industry and infrastructure and progress to a stage where citizens can feel the changes in their daily lives."
To achieve this, he proposed 'lifestyle-oriented carbon-neutral policies' such as developing climate-safe cities to respond to heatwaves, expanding parks and green spaces within a 10-minute walking radius, implementing green remodeling for public buildings like schools and senior centers, increasing citizen-participatory solar power plants, and establishing a Jeonnam-Gwangju-style one-stop support system to facilitate every stage of the energy transition.
Candidate Min remarked, "Carbon neutrality should not be achieved only in industrial complexes or transportation networks; it must begin in the homes where citizens live, the walkways they use, the schools children attend, and neighborhood parks." He continued, "We will enable citizens to directly experience change through cooler streets, more accessible parks, reduced heating and cooling costs, and returning energy profits to local communities."

He concluded, "We will prove carbon neutrality not just as a slogan but as tangible changes in citizens' lives," pledging, "I will make Jeonnam and Gwangju a 'citizen-experienced carbon-neutral special city' where change starts in everyday life."
