Public-Private-Academic Task Force Launched; Full Implementation Set for October
Accelerating Completion of the Seo-gu-Style Resident Autonomy Model
Seo-gu District in Gwangju Metropolitan City is accelerating the completion of its "Seo-gu-style resident autonomy" model, taking preemptive action in response to the institutionalization of resident autonomy councils following amendments to the Local Autonomy Act.
The key point of the recent amendment, which was passed at the State Council meeting, is that it clarifies the legal basis for the establishment and operation of resident autonomy councils, as well as administrative and financial support. As a result, resident autonomy councils, which had previously operated on a trial basis, will now have an institutional foundation, with the law set to take full effect starting in October 2026.
Ahead of the law’s implementation, Seo-gu plans to focus its administrative resources on further refining the system based on operational achievements to date, and enhancing practical effectiveness at the field level.
To this end, Seo-gu will form and operate a "Resident Autonomy Council Development Task Force (TF)" comprising representatives from the resident autonomy councils, as well as experts from the public, private, and academic sectors. The task force will further solidify the institutional foundation by specifying standards for administrative and financial support in line with the purpose of the law and revising relevant ordinances and detailed operating regulations.
In addition, Seo-gu aims to improve the efficiency of the resident general assembly and self-governance planning processes, and to strengthen policy execution by establishing a structure that seamlessly integrates planning, budgeting, and implementation through linkage with the participatory budgeting system.
Furthermore, Seo-gu will focus on establishing a resident-led structure in which residents make and resolve decisions on local issues directly, by further strengthening the hub-linked district system, nurturing village brand identities (BIs) that reflect the unique identities of all 18 districts, and expanding the spread of public-interest implementation corporations.
Since 2016, Seo-gu has been promoting the transition to resident autonomy councils, completing the transition in all 18 districts by 2024, and has continued to achieve results, including being the only district nationwide to win two awards (Resident Autonomy and Institutional Improvement) at the resident autonomy best practices contest hosted by the Ministry of the Interior and Safety.

Seo-gu District Mayor Lee Ikang stated, "This institutionalization marks a significant turning point as resident autonomy moves beyond a pilot project to become an established system," adding, "By strengthening the system together with the public and private sectors and enhancing practical effectiveness, we will complete the Seo-gu-style local government and usher in an era of resident-led autonomy where residents are the true owners."
