Gangseo-gu in Seoul will build a public parking lot underneath the playground of Hwagok Elementary School to address the long-standing parking shortage in the old downtown area.

View original imageThe parking supply rate in the residential area near Hwagok Elementary School is only 47%, causing significant inconvenience for residents. The district found a solution by utilizing the school playground without securing additional land. The facility will have two underground floors and 130 parking spaces, with a total project cost of 14.2 billion won. Construction will begin in mid-March 2026, with completion targeted for 2028.
In 2024, the district signed a tripartite basic agreement for project promotion with the Gangseo Yangcheon Office of Education and Hwagok Elementary School. In September of last year, the project passed the Urban Planning Committee's review, completing the necessary administrative procedures for groundbreaking. It was also selected for the Ministry of Education's "2025 School Complex Facility Public Project," securing 4.2 billion won in government funding.

The district plans to minimize disruption to students' learning rights during construction and, after completion, will implement safety measures such as separating pedestrian and vehicle routes.
