View original imageIn his announcement, Candidate Min presented two main pledges: to push for a 350% standard floor area ratio (FAR) for apartment reconstruction in Ilsan New Town, and to relax regulations on aging multi-family housing in Seongsa, Hwajeong, Neunggok, Haengsin, and Tanhyeon.
Min pointed out, "Currently, there is a significant imbalance in regulations between new residential sites and aging neighborhoods in Goyang. In fact, older areas are subjected to even stricter regulations than newly developed ones, which is obstructing citizens' ability to exercise property rights and hindering improvements in the residential environment."
He continued, "Ilsan New Town is aging rapidly, but reconstruction is not progressing quickly. In low-rise residential areas, past district unit plans have made it difficult even to build new houses or remodel existing ones. Now is the time to restore normalcy to these abnormal conditions."
Min first announced his plan to boost the business feasibility and speed of redevelopment in Ilsan New Town by pursuing a reconstruction standard FAR of 350%. To this end, he intends to establish a rational redevelopment plan that links infrastructure expansion with public contributions and to overhaul the administrative support system so that reconstruction projects do not drift for extended periods.
Additionally, Min pledged to push for a complete overhaul of district unit plans for aging multi-family housing districts.
For aging low-rise residential areas such as Ilsan, Seongsa, Hwajeong, Neunggok, Haengsin, and Tanhyeon, he aims to restore property rights and promote improvements in the residential environment by updating standards for building height, number of households, building coverage ratio, and FAR to match those of newly developed areas like Hyangdong, Deogeun, and Samsong. Specifically, he proposed a building coverage ratio of 60% and a FAR of 180%.
Min explained, "Relaxing regulations for low-rise residential areas is not intended to cause unplanned development, but rather to correct outdated regulations to better reflect current realities. In fact, we will further strengthen standards directly linked to citizens' daily lives, such as parking, fire safety, roads, and pedestrian safety."
To achieve these goals, Min proposed the following: ▲ establishment of a one-stop task force for reconstruction and redevelopment ▲ complete overhaul of district unit plans for aging low-rise residential areas ▲ prioritizing redevelopment that expands parking, roads, and local social infrastructure ▲ revitalization of redevelopment projects and small-scale housing improvement in old city centers ▲ expansion of housing supply for young people, newlyweds, and single-person households,
and other related measures.
Min stated, "Housing is not simply a real estate issue, but a matter that affects citizens' lives, assets, and the city's future. I will accelerate reconstruction and pursue more rational improvement of low-rise residential areas to strengthen Goyang City's housing competitiveness."
