Intelligent Transport Systems (ITS) are next-generation systems that integrate electronic, information, and communication technologies into transportation facilities and means, efficiently managing traffic flow and maximizing overall transportation efficiency through applications such as signal control and traffic management.
This plan will include a mid- to long-term roadmap spanning ten years, until 2036.
In the short term (2027 to 2029), the city will focus on eliminating traffic safety blind spots and establishing accident prevention systems through real-time monitoring, while also creating a protection system for vulnerable road users. The immediate priorities will be to create a safer traffic environment and address urgent issues such as easing traffic congestion.
Additionally, to establish a smart transportation infrastructure, the city plans to review ways to link the ongoing mobility-specialized city initiative and the small-scale smart city development project.
The mid-term plan (2030 to 2032) will focus on expanding the scale of services. The city plans to introduce a smart transportation system based on Internet of Things (IoT) and artificial intelligence (AI) technologies, which will provide time-based signal information and greatly enhance public transit transfer convenience, thus expanding tangible services for citizens.
In the long term (2033 to 2036), the city aims to advance the Cooperative Intelligent Transport System (C-ITS), enabling real-time communication between vehicles and urban infrastructure, thereby laying the foundation for Gwangmyeong to become a smart transportation city.
This plan is expected to create synergy with the city's major mobility projects. Since being designated as a "2025 Second Half Autonomous Vehicle Pilot Operation Zone" by the Ministry of Land, Infrastructure and Transport, the city plans to operate autonomous shuttle buses on a 12-kilometer route from Cheolsan Station to Gwangmyeong Cave in the second half of this year.
Based on this plan, the city aims to solidify the foundation for the practical "commercialization of autonomous driving" by expanding autonomous routes and increasing the number of vehicles in the future.
Furthermore, the city will strengthen connectivity with the Gwangmyeong Siheung 3rd New Town. The Gwangmyeong Siheung 3rd New Town was selected in 2023 as a target site for the Ministry of Land, Infrastructure and Transport's "Future Mobility Urban Project," and is set to introduce next-generation mobility infrastructure such as robotaxis and urban air mobility (UAM).

Mayor Park Seungwon stated, "We will actively utilize rapidly developing smart technologies to safeguard citizens' mobility safety and maximize transportation convenience by establishing a robust plan. Based on this plan, we will do our utmost to build a transportation system where smart transportation and various mobility projects are organically connected, so that Gwangmyeong City can become a leading smart transportation city."
