City Embarks on Mid- to Long-Term Roadmap through 2036
Gwangmyeong City in Gyeonggi Province (Mayor Park Seungwon) is outlining a roadmap to build a smart transportation infrastructure that prioritizes citizen safety and convenience.

View original imageOn March 11, Gwangmyeong City held a kickoff meeting for the "Gwangmyeong City Intelligent Transportation System (ITS) Master Plan Establishment Project" at the city hall's medium conference room, discussing customized transportation strategies utilizing advanced technologies and a mid- to long-term roadmap for the era of future mobility.
The Intelligent Transportation System (ITS) is a next-generation system that integrates electronic, information, and communication technologies into transportation facilities and means of transport to efficiently manage traffic flow. It maximizes overall transportation efficiency by applying these technologies to signal control and traffic management.
The city’s current plan includes a 10-year mid- to long-term roadmap extending through 2036.
In the short term (2027–2029), the city will focus on resolving transportation safety blind spots and establishing accident prevention systems through real-time monitoring. At the same time, it will implement systems to protect vulnerable road users, create a safer transportation environment, and address urgent issues such as alleviating traffic congestion.
Additionally, to establish the foundation for smart transportation, the city plans to review ways to link this effort with ongoing projects, such as the mobility-specialized city and compact smart city initiatives.
The mid-term plan (2030–2032) focuses on the quantitative expansion of services. The city will introduce smart transportation systems based on the Internet of Things (IoT) and artificial intelligence (AI) to provide real-time signal information and greatly enhance public transportation transfer convenience, thereby expanding citizen-focused services.
In the long term (2033–2036), the city aims to advance the Cooperative Intelligent Transportation System (C-ITS), which enables real-time communication between vehicles and urban infrastructure, preparing the groundwork for Gwangmyeong’s leap toward becoming a smart transportation city.
This plan is expected to create synergies with the city’s major mobility projects. Having been designated by the Ministry of Land, Infrastructure and Transport as a "pilot autonomous vehicle operation zone for the second half of 2025," the city plans to operate autonomous shuttle buses over a 12-kilometer section from Cheolsan Station to Gwangmyeong Cave in the second half of this year.
Building on this plan, the city intends to expand autonomous driving routes and increase the number of vehicles, thereby solidifying the foundation for practical "autonomous driving commercialization."
Furthermore, Gwangmyeong will strengthen its connection with the Gwangmyeong Siheung 3rd New Town. Selected in 2023 as a target site for the Ministry of Land, Infrastructure and Transport's "Future Mobility Urban Project," the new town will introduce next-generation mobility infrastructure such as robotaxis and urban air mobility (UAM).
The city plans to organically connect the existing urban smart transportation system with the advanced mobility technologies of the new town, enabling seamless mobility services throughout the entire city.
Mayor Park Seungwon stated, "We will proactively utilize rapidly advancing smart technologies to protect citizens’ mobility safety and maximize transportation convenience by establishing a robust plan. Based on this plan, we will do our utmost to build a transportation system where smart transportation and various mobility projects are organically linked, allowing Gwangmyeong to become a leading smart transportation city."

Meanwhile, Gwangmyeong City plans to actively gather expert advice and citizen feedback, and, after consulting with the Ministry of Land, Infrastructure and Transport, finalize the master plan in December this year.
