Gyeongju City Council Opens 296th Extraordinary Session... Assemblywoman Han Sunhee Proposes 'Future Tasks for Dongcheon and Bukcheon Areas'
The Gyeongju City Council, chaired by Lee Donghyup, convened the 1st plenary session of the 296th extraordinary meeting in the main chamber on March 11, officially commencing eight days of council activities.
This extraordinary meeting will primarily focus on reviewing ordinance bills directly related to citizens' lives and proposing policy recommendations aimed at advancing municipal governance.

View original imagePrior to the session, in a five-minute free speech, Assemblywoman Han Sunhee presented an integrated development plan to improve local living conditions under the theme of “Future Challenges for the Bukcheon Area at the Core of Dongcheon-dong.”
Assemblywoman Han identified the redevelopment of Seonju Apartment and the swift advancement of maintenance projects in Bukcheon Village, Section 13, as key drivers to shape the future of Dongcheon-dong.
She particularly emphasized that efforts must go beyond simple residential improvements to include the expansion of infrastructure such as roads and parking lots, accompanied by measures to help residents resettle in the area.
Additionally, she proposed community revitalization by improving alley environments through the Bukcheon Village, Section 14, urban regeneration project and converting vacant lots into parking spaces. She also defined the creation of an urban forest trail between Dongcheon and Hwangseong as an essential welfare infrastructure in the era of climate crisis, urging active administrative support from Gyeongju City.
Assemblywoman Han stressed that these projects should not be treated as isolated initiatives but as a unified axis determining the future of Dongcheon-dong, calling for strategic alignment with the city’s budget.
Joining the discussion, Assemblyman Lee Kanghee called for the declaration of Gyeongju as an “energy sovereignty city” and a shift in the administrative paradigm, presenting alternatives for municipal development.
During this extraordinary meeting, all standing committees will be in recess from March 12 to March 17, during which they will review a total of 14 agenda items, including five ordinance bills and three agreements.
Notably, this session is expected to feature in-depth discussions on four ordinance bills directly sponsored by council members, addressing critical livelihood issues such as industrial accident prevention, honoring persons of distinguished service, creating jobs for seniors, and preventing noise between floors in apartment complexes.
In his opening remarks, Chairman Lee Donghyup stated, “March is an important time when major planned policies and projects begin in earnest,” and urged the executive branch to carry out work promptly and visibly, while also asking council members to closely scrutinize each agenda item to alleviate citizens’ inconveniences and invigorate the local economy.”
