Ordinance Revision Scheduled for July; Exploring Support for Safety Inspection and Maintenance Planning Costs
Yongin Special City in Gyeonggi Province (Mayor Lee Sangil) announced on March 11 that it will implement a "Customized Administrative Support Plan for Reconstruction of Aging Apartment Complexes" starting in March to support the maintenance of outdated multi-family housing in the region.
This support plan was established to address the increasing burden of reconstruction project costs caused by factors such as rising raw material prices and higher interest rates.
The city aims to secure momentum for advancing maintenance projects for local multi-family housing by providing administrative and financial support in stages.
Beginning in March, the city will conduct pre-consulting services for construction cost contracts in maintenance projects in cooperation with Korea Real Estate Board and local reconstruction associations and promotion committees. In this process, the appropriateness of construction costs will be reviewed, and factors for cost increases will be analyzed to preemptively prevent potential disputes over construction costs between associations and contractors.
Additionally, the city will hold regular semi-annual meetings with maintenance project and legal experts to address difficult issues that arise during the course of the multi-family housing maintenance projects. During the implementation phase, architectural and safety technical support will be provided. The city will conduct on-site inspections at each stage of the process in collaboration with the Yongin City Architects Association and the Gyeonggi Province Quality Inspection Team.
These inspections will focus on identifying causes of defects such as water leakage and preventing poor construction practices during the framework construction stage, thereby prioritizing the safety of residents.
Furthermore, the city plans to revise the relevant ordinance in July this year and fully implement customized financial and administrative support for reconstruction projects starting in August.
The city will cover the full cost of safety inspections for reconstruction of aging multi-family housing complexes that have been completed for over 30 years and will directly commission safety inspection services to enhance transparency and expedite the process.
In addition, for areas where maintenance plans have not yet been established, the city will provide up to 200 million won (up to 50% of the total cost) to support the establishment of maintenance plans, thereby facilitating smooth progress of the projects.
