With the slogan "A Person to Transform Gwangju Nam-gu, A Person Who Will Work," Hwang Kyunga, who is running to become the first female district mayor in Gwangju, emphasized, "The establishment of Gwangju Special City is both a timely and unmissable opportunity to overcome the regional limitations of Gwangju Nam-gu and Naju in Jeonnam and to rapidly emerge as an 'energy megacity.' I will establish a complete 'R&D-Education-Production' energy industry belt that maximizes industrial synergy by designating Gwangju Nam-gu and Naju as an 'energy-specialized free zone.'"
Hwang Kyunga further stated, "If the small and medium-sized enterprises located in the Nam-gu industrial complex are upgraded into specialized production bases for next-generation power grids (super grids) and ESS (energy storage systems), in addition to basic original technology research and workforce development centered around public enterprises such as Korea Electric Power Corporation and Korea Power Exchange, as well as the Korea Institute of Energy Technology (KENTECH) in Naju Innovative City, then Daecheon-dong, where both general and national industrial complexes are located, will become the strongest energy economic engine of the integrated special city."

She pledged to activate energy talent education programs that connect Korea Institute of Energy Technology in Naju with high schools within Nam-gu (including the school district in Bongseon-dong), thereby encouraging 'family-unit settlement.' In addition, she promised to create smart city residential complexes near the energy valley, and to develop a smart edu-town in Nam-gu where 'energy, education, and residential life' are integrated, so that energy valley workers can settle in the community.
