Mayor Lee Sangil: "The Second Yongin-Seoul Expressway Will Improve Traffic Flow"
Yongin Special City (Mayor Lee Sangil) announced on March 11 that it will closely cooperate with the Ministry of Land, Infrastructure and Transport, which oversees the project, to ensure the swift implementation of the 'Second Yongin-Seoul Expressway Private Investment Project.'
This project was initiated when Hyundai Engineering & Construction submitted a private investment proposal to the Ministry of Land, Infrastructure and Transport in December 2023.
Currently, the Yongin-Seoul Expressway suffers from chronic traffic congestion during commuting hours.
According to the project plan, a new underground expressway with four lanes in both directions will be constructed over a distance of approximately 9.6 kilometers, connecting Seosuji Interchange in Seongbok-dong, Suji-gu, Yongin City, and Geumto Interchange in Geumto-dong, Sujeong-gu, Seongnam City.
The Ministry of Land, Infrastructure and Transport commissioned a private investment eligibility study from the Public and Private Infrastructure Investment Management Center (PIMAC) at the Korea Development Institute (KDI) in August 2025, and KDI PIMAC is currently reviewing the project's feasibility.

Mayor Lee Sangil stated, "If the Second Yongin-Seoul Expressway is built, it will help distribute the current traffic load on the existing Yongin-Seoul Expressway, leading to a significant improvement in traffic flow." He added, "The city will work with the Ministry of Land, Infrastructure and Transport to ensure that this project passes the private investment eligibility study and also clears the next step, the strategic environmental impact assessment, so that the Second Yongin-Seoul Expressway can be constructed as quickly as possible."
