Strict Measures for Habitual Delinquent Vehicles: Compulsory Towing and Public Auction
Haenam County, located in South Jeolla Province, will carry out an intensive license plate seizure campaign targeting vehicles in arrears on automobile tax and fines until the end of October. The campaign aims to realize tax justice and strengthen local fiscal resources.
According to Haenam County on March 11, the current amount of overdue automobile tax in the county stands at 219 million won, accounting for 12.4% of the county's total delinquent tax amount of 1.776 billion won.
The county plans to maintain continuous and intensive seizure activities to eliminate these arrears. Starting with a nighttime joint seizure operation on March 17, the county will conduct focused license plate seizures once a month during both daytime and nighttime. In addition, on the last Thursday of each month, Haenam County will conduct a joint crackdown with South Jeolla Province on license plates of delinquent vehicles.
The county will respond strictly to habitual and high-amount delinquents in particular. Vehicle owners who have defaulted five times or owe more than 1 million won in local taxes will be issued a delivery order. If they do not comply, the county will enforce administrative measures such as compulsory towing and public auction.
However, for livelihood-dependent delinquents experiencing economic hardship, the county will provide flexible collection measures such as installment payments to support their financial recovery.

A Haenam County official stated, "We will continue strong collection activities to foster a tax payment culture that respects the majority of residents who faithfully pay their taxes. Since having a license plate seized will result in a complete ban on driving the vehicle and significant inconvenience, we strongly encourage residents to voluntarily pay any outstanding amounts before facing penalties."
