Seongbuk District Selected as Excellent Institution in MOIS "Local Government Innovation Evaluation"
High Marks for AI-Based On-Site Administration and Communication-Centered Governance
Seongbuk District in Seoul (headed by District Mayor Lee Seung-ro) has been selected as an excellent institution in the "2025 Local Government Innovation Evaluation" organized by the Ministry of the Interior and Safety.
The Local Government Innovation Evaluation selects excellent institutions with outstanding innovation efforts and achievements among 243 local governments nationwide, based on 10 indicators across three areas: innovation capacity, innovation performance, and public perception.
Seongbuk District was highly evaluated for establishing six major innovation strategies, including on-site administration using artificial intelligence (AI), to build an innovative city, and for promoting communication-centered administration that solves issues closely related to residents' daily lives. It received strong scores across the board in areas such as the district mayor's innovation leadership, activation of public-private cooperation, service enhancement through the use of AI and digital technologies, improvement of resident services and elimination of blind spots in administration, and the creation of the Odong Ecological Culture Garden, which is its flagship innovation project.
Major innovation cases include the "One Residents' Autonomy Council, One School" initiative, in which youth jointly discuss community agendas; the introduction of an AI civil service information kiosk that improves civil petition access for digitally vulnerable groups; and the "Seongbuk Children Crossing the Line of Development" project, through which the district, for the first time among autonomous districts, conducted a comprehensive developmental screening of infants and toddlers.
Local governments selected as excellent institutions in this evaluation will receive government commendations in the future, and their outstanding innovation cases will be disseminated to local governments across the country.

An official from the district office said, "We will closely analyze and refine the outcomes of projects already underway, such as AI-based on-site administration, expansion of public-private cooperation, and strengthened support for digitally vulnerable groups, and we will identify additional tasks to proactively alleviate inconveniences for residents," adding, "We will reinforce execution and accountability so that these efforts lead to changes that residents can feel in their everyday lives."
