"For Haenam to develop, Assemblyman Park Jiwon must become Speaker of the National Assembly. Only then can Haenam survive, and only then can all of you thrive."

This forum drew attention as it was organized by Haenam County Council Member Lee Kiwoo, who has long taken the lead in addressing the issue of regional extinction. Analyzing the 2025 Haenam County social survey results, Lee highlighted that people in their 50s and 60s account for 39.7% of the county's total population and serve as the core pillar of the local economy and community, and he spearheaded this event on that basis.
County Council Member Lee Kiwoo explained, "When the burden on breadwinners' shoulders becomes too heavy, the region also loses its vitality," adding, "The core purpose of this forum is to solve the livelihood problems of the middle-aged and thereby build a stable local community."

He then presented a concrete vision for a "Haenam-style basic income." He said, "Haenam County Office or a special purpose company (SPC) will take the lead in building solar power plants, and we will push forward a plan to distribute 30% of the profits to county residents every month in the form of dividends," emphasizing, "We will go beyond the limitations of individual cash payments and create a permanent income base by utilizing local resources." He also added an educational vision to convert the foreign school within Solaseado into a public school, thereby opening enrollment opportunities for local talent as well.
In particular, remarks calling for an expansion of Assemblyman Park's political role continued to surface at the venue.

Haenam County Governor Myung Hyungkwan also lent his support, saying, "During my term, Assemblyman Park resolved major pending issues that have redrawn the map of Haenam, including the passage of a special act and the designation of an RE100 industrial complex." Governor Myung appealed, "For Haenam to be completed as the 'AI Rural Capital of Korea' that encompasses AI and semiconductor industries, the strength of Assemblyman Park is absolutely essential. I earnestly ask all county residents to give him strong support so that he can surely become Speaker of the National Assembly this time."
