Assemblyman Jung defined this election as "an election to judge Mayor Kim Donggeun's administration, which has driven Uijeongbu backward." He pointed out, "Although they claimed there was no money and halted welfare and support programs, when we checked the final accounts, we found that 129.3 billion won of taxpayers' money had been accumulated, and 63.4 billion won of that had been illegally left idle." He went on to criticize, "Under a municipal administration that does not tell the truth, does not keep its promises, and evades responsibility, Uijeongbu has ultimately fallen to the bottom among cities."
Assemblyman Jung mentioned that since President Lee Jaemyung took office, the Republic of Korea has entered a path of recovery and progress, and emphasized, "Uijeongbu, too, must change its mayor in order to turn crisis into opportunity."
On this day, Assemblyman Jung presented three urban visions to create the "Real Uijeongbu." First, a truly young city that breaks with outdated practices; second, a truly participatory city where citizens are the owners; and third, a truly straight-ahead city that runs directly toward the future.
Assemblyman Jung also announced 11 key pledges to realize this vision.
For a "truly young city that breaks with outdated practices," he pledged to promote the introduction of Grade-10 public officials, the supply of 10,000-won youth housing units in station areas, the establishment of a Uijeongbu City red team, and the transfer of the authority to recommend the vice mayor to the city council along with converting the mayor's office secretariat into a policy office.
For a "truly participatory city where citizens are the owners," he proposed making city buses free of charge, introducing a citizen sovereignty participatory budgeting system, and guaranteeing one sport per citizen for residents of Uijeongbu.
For a "truly straight-ahead city that runs directly toward the future," he promised a full transition to AI-based administration, the promotion of community-wide power plant projects, and a Uijeongbu responsibility system for English education.
Assemblyman Jung stated, "To realize all of these changes, we need a mayor who goes straight ahead," and added, "I will be a mayor who moves forward without hesitation in accordance with the choices and judgment of the citizens of Uijeongbu."
Assemblyman Jung also presented his legislative achievements to date.
He explained, "We uncovered 129.3 billion won in dormant financial resources and returned 63.4 billion won in illegally tied-up contingency funds to the citizens," adding, "We also revived the suspended local currency program, the basic income for youth, and the menstrual product support program for adolescent girls."
He further added, "We built a citizen finance system that transparently discloses the city's finances, promoted a public deliberation committee so that citizens can directly participate in major pending issues, and, in the process of creating the Howon-dong street, we have been designing the city together with citizens."
