Kim Youngrok, governor of Jeollanam-do, attended the "Gwangju and Jeonnam Administrative Integration Four-Party Meeting of Provincial Governors and Superintendents" held on the 14th at the National Assembly Members' Office Building in Seoul, and after signing a joint statement with Kang Kijung, mayor of Gwangju Metropolitan City, Kim Daejung, superintendent of the Jeonnam Office of Education, and Lee Jeongseon, superintendent of the Gwangju Office of Education, posed for a commemorative photo.

In a statement on February 4, Superintendent Lee said, "I would like to thank the members of the Gwangju City Council and the Jeonnam Provincial Council for making a magnanimous decision for the future of the region," adding, "This resolution is the fruit of the earnest wishes of city and provincial residents for mutual growth, and it is a solemn mandate to open up a greater future for our children."
He continued, "The Gwangju Office of Education is embarking on a great journey toward a 'Special City for Basic Education' where everyone grows together beyond administrative boundaries," stressing, "By uniting the educational energy of 'Gwangju's Competence' and 'Jeonnam's Glocal' into one, we will establish a new standard for education in the Republic of Korea."
In particular, he said, "Through a coexistence model in which urban areas and farming and fishing villages grow together, we will complete a foundation for growth that allows our children to enjoy the best educational services anytime, anywhere," and added, "We will firmly establish the synergy of integration not only through physical consolidation but also through comprehensive sharing of educational infrastructure and meticulous administrative integration."
Superintendent Lee said, "The more sensitive the issues, such as school district adjustment and teacher personnel matters, the more carefully we will examine and coordinate them from the perspective of city and provincial residents, so that students, faculty, and all members of the education community do not experience any anxiety or confusion," adding, "While safeguarding the value of educational autonomy, we will maximize the achievements of administrative integration and complete the most successful integrated education model in the Republic of Korea, one that draws national attention."

He further stated, "We will devote all our capabilities to ensuring that the integrated special city becomes an attractive learning environment for future generations and that Gwangju and Jeonnam, united as one, become a Special City for Basic Education," adding, "Together with 3.2 million city and provincial residents, we will create a Special City for Basic Education where diverse competencies become the future."
