Councilman Lee argued, "In an approval rating survey conducted just one week after President Lee praised Mayor Jung, Mayor Jung ranked first in a head-to-head match-up, and his approval rating surged. Promoting him as being good at his job is a clear violation of Article 86 of the Public Official Election Act."
