The project focused not only on simple maintenance but also on creating a complex park that combines spaces for children's activities and areas for residents to relax.
Since its establishment in 2007, the park had frequently caused inconvenience due to aging facilities. Despite being the only children's play space in the nearby area, there had been ongoing concerns regarding its safety and functionality.
This remodeling project was selected as part of Gyeonggi Province's 2025 Resident Participatory Budget (Aged Playground Improvement Project) and was carried out as a participatory model involving both residents and the city administration, enhancing its quality.
The remodeled Hageumo Children's Park covers a total area of 1,500 square meters and features six types of children's play facilities, five types of exercise facilities, three types of rest facilities, as well as new park lighting and security cameras. The total project cost was 428.57 million won, fully funded by provincial government grants and special adjustment subsidies. All facilities were completely demolished and newly installed to ensure safety and accessibility.
To actively reflect residents' opinions, the city held resident briefings and conducted design preference surveys from the early stages of the project. After the Urban Park Committee's review in June, the park development plan was finalized, and expert advice from the Gyeonggi Province advisory group was incorporated into the design. In July, a resident briefing was held to further reflect citizens' suggestions in the final design, after which construction began in September and was recently completed and opened to the public.
On the day of the inspection, Mayor Donggeun Kim toured the site with the Director of Urban Gardens, the head of Jagum-dong, local community leaders, and residents to review the results of the project. He personally checked the main facilities and children's play spaces within the park and discussed improvements that residents could experience firsthand.
Mayor Donggeun Kim stated, "The remodeling of Hageumo Children's Park is meaningful not only as a simple facility upgrade but also as a participatory project initiated by residents and completed together with the city. A true park is one where children can play freely and families and neighbors can relax together."
He added, "I hope this will remain a model case of citizen proposals being reflected in administration, and we will continue to pursue field-oriented governance that creates changes citizens can truly feel."
